AD Toplifikacija has the best business model in the world. They charge Macedonian families 100 euros/month in heating bills, but provide little to no heat at all.

AD Toplifikacija is a monopoly, they are the only company who "provide" heat to hundreds of residential buildings in the capital.

Residents have become increasingly vocal that they are freezing in winter time, yet heating prices continue to climb.

AD Toplifikacija's policy is not to turn the heat on when it gets cold, rather the company waits for the "official Winter start date" and then turns the heat on. If it gets cold before the official Winter date, it's your problem.

Toplifikacija has not implemented a system that measures the heat usage of each unit (house, apartments etc). The entire heating system is split into several grids, when your neighbor gets heat, that means you get heat.

Residents have constantly complained that their radiators are hardly ever on. An AD Toplifikacija employee will show up, gives the people who filed the complaint a verbal statement that they are right, leaves and the family will still get a huge heating bill at the end of the month.

Local resident in an interview for MTV said it best: "If I use 100 euros per month for heating, fine. Show me how much I've used and no problem. Just don't send me a bill with nothing on it and tell me that I owe 100 euros."

AD Toplifikacija employees on the other hand are doing well. For years they have enjoyed European salaries with Directors fetching several thousand euros per month plus bonuses.
