BBC's Management has refused to apologize for calling the small Balkan nation of Montenegro a "Mafia State". Although the Montenegro Embassy in London had sent a protest letter to the BBC, the UK broadcasting station belives its journalists have not broken any rules and are strongly adhering to their professional codex. The BBC in a scathing article published a month ago, named about a dozen countries that it considered to be Mafia states. Montenegro and Bulgaria from the Balkans were among them.
